If you google ncbe76 you can see what other armature sleuths are thinking it might mean.
The FBI are worried it may be something to do with future Al Quada attacks on the USA.
To me it appears to be a home grown version of shorthand used by someone who speaks the Harlem street language Jive
Movie gowers might recall it being spoken in the movie "Flying High"

Isn't this a job for Bletchley Park??

When No.2 proposed to me on line, he suggested that we do the deed at Bletchley Park. Not just enormously clever and romantic, but a USAmerican who knew what Bletchley Park was! I could just see me in a smart suit, stockings with seams and sensible shoes. ;)

His preferred scheme, though, was to do it in the desert where he lives in the SW USA, with an Elvis officiating and me dressed in some raggedly looking lace hippie thing from the portfolio of a designer friend of his ... Genes will out ...
