Sorry, this is not correct at all and I disagree entirely with your opening statement

"The government today, announced....."

Surely it should have read,

"The previous government today, announced...... ....that despite the hundreds of billions invested in propping up the economy, condoms have failed completely and as a result the entire country has been totally sh,"^&'d.

The government today, announced that it's changing its emblem from a union jack to a CONDOM, because it more accurately reflects the government's political stance. A condom allows for inflation, halts production, destroys the next generation, protects a bunch of d=^"s, and gives you a sense of security while you're ...actually being s-"£^*d. It just doesn't get more accurate than that!
