divorce records

Hello all,
Would anybody know how to get hold of divorce records. A friend of mine wants to get married to her long term partner, he was divorced in 1984 but no longer has a copy of his decree absolute. Is this needed in order to get married again, and where would a copy be held. I would appreciate any knowledge on this.
