Adopted paperwork - Where would it be now?

Sorry I have another question for all you experienced geneologists.

My friend was adopted by her adoptive parents and then her adoptive parents split and her adoptive mother remarried and so my friend was then adopted by the new husband.

My question is where would her adoption file be with regards social services, in the area she was born, or the area she ws first adopted or in the final area she was adopted in?

We also know the Adoption agency that arranged the adoption was the National adoption Society whom we believe are no longer in existence.

I think that paperwork before her adoption (ie not the actual adoption stuff) will be held by the social services in the area she was born in.Recordsof defunct Adoption agencies are usually passed to social services in that area. Hope that this has been some help.

Thanks that is really helpful, just one more question with defunct agencis passed to the social service in that area - what area is that please? The area in which the agency was located in or the area of birth please?
