Assuming this is a living person, you should search on

192.com is a pay-to-view site. The only 'free' place to search is at the local public library through the Electoral Roll books. They are indexed by address meaning that you would have many happy days flicking through them!

Since 2002, many people have opted out of the online commercial versions.

You may be able to find the person on the online phone book as long as you have an idea of the area.
