So how would the train get there if there weren't any rails down yet?

Sign of the times. The system was cut down. The roads have had to take rail born traffic to rail destinations. Simply the lack of facilities to deal with deliveries at many places throughout Britain since the nationwide "carve up" of railways.
I do not know if you are aware of the modus operandi where a charge was levied by rail companies known as "Demurrage" where the wagon load took longer to be discharged than anticipated which kept the wagon out of rail delivery service until emptied. In other words a wagon was being used as a warehouse therefore non revenue earning. The "roads lobby" strongly objected to the demurrage system.
Today the roads are as choked by road vehicles similar to the rail system being choked by rail vehicles. "Over capacity", the term in use to warrant cuts.

I keep seeing massive wind turbines being transported down narrow roads.

Wouldn't it be better if they flew them to their final location (in a very conspicuous location in a beauty spot) under their own wind power?
