The council have put electric ones in all their properties with a back up battery system. Also a separate fire alarm similarly powered.

This house they are now in is a temporary house that the council rent from a private landlord until their council property is ready. So in effect it has become a council house and should have one.

In fact I think the law is that all landlords of rental properties must have fire and carbon monoxide alarms by law

It's the emergency house Ann. There should be one there. The Council should by law have one in there
