To my mind, a 21 year old male potentially having a relationship with a 13 year old smacks of inadequacy on his part. The legal age of consent in Wisconsin is 18 - but goodness knows what the 'accepted' age is!
The federal law establishes the age of 12 as the minimum age of consent.
