Why was the 1911 census released early but the 1921 is not does anyone know?

1921 census will be published in January 2022.
It was taken in June 1921, having been postponed for 2 months due to industrial action.
The 1911 census was released 3 years early, and many appealed for the 1921 to be released early, and, indeed for all censuses to be released after 70 years.
However, the Government rejected these appeals due to the privacy of those named on the census.
The 1921 Census was also taken after the enactment of the 1920 Census Act. The Act, by statutory provision, prohibits the disclosure of the 1921 Census before 100 years.

'The Genealogist' has been producing a 'substitute' 1921 Census for a few years - this, however, just covers a large number of county directories which have been transcribed to produce a searchable resource - which we can look at anyway!.
