A bit of experimenting gets me the 7 names
Firstly, note Ancestry has stuffed up with Wigan's RD # - it's 458, not 5.
If I look at the image (and check that I am interested in h/h # 255 from the original image), just above it is "Lancashire > Pemberton > District 8 > 10 "
Clicking on District 8 gets me a drop down list of enumeration districts, and page 1 of ED8 says Wigan is 458 (Pemberton is subdistrict 5 of Wigan RD).
[I haven't looked at enough censuses to say if Ancestry always get the rd wrong, but any RD# 30 or less must be in the County of London, except RD15 which is the City of London).
