The folio and page numbers that I have given only relate to the census.
They are completely separate to the birth registration.
If you mean John Hughes born 1817, Llanstephan, Carmarthenshire in the 1851 census, there will be no birth certificate as they did not start until 1837.
You will need to look elsewhere.

Hi. Tried to find John's birth to send for cert. but without success. I am new to this. The folio and page nos. you give; are they the ones I need to order the cert? Thanks.

Hi. I am tracing my father's family in South Wales but have come to a blank.
I am hoping someone may be looking for the same family. My grandfather Morgan Hughes was born 1882 and lived in Morriston, Swansea. My gt. grandfather William Hughes b. 1849 Margam. My gt.gt. grandfather John Hughes is where the problems begin. He married Hannah Lewis Dec. 1st 1839 in Llandefeilog, Carmarthenshire. His father was Stephen Hughes. The marriage cert. for John just says 'of full age' for both john and hannah, so I assume this means anything from 21yrs. Please help if possible. :-(
