Neither name is on ww.192.com

That means that they do not appear on any public Electoral Roll, so, either they are not registered to vote in the UK, or they have elected to withold their details

The only entry for Frank on Ancestry is his birth

looking at your other posts richard routen has a tree on here have you tried to send him a message
Doubt if anyone will know him!!! Just because he has a tree doesnt mean he uses the site
If you havnt sent a message go to search trees put you dads details in and richard will come up click on find out more and send him an email,

Have you tried 192.com you can do a free search but will have to pay to view
try asking for a electrol roll lookup there are some threads saying willing to do them
will have a look for you and if i find any i will nudge them up for you
somebody may help you i cant i have no credits

If you go to friends reunited you can do a street search. If you enter the address you have, there may be a neighbour listed, who lived there at the relevant time, and would know of him.
Members on here may be able to help if you can give a place and dates.
