I have looked on cenus's 1891, 1901 and 1911 but as he isn't using his middle name, I cannot pin down a Joseph Norman on any of them and too many of the other 'Josephs' 'could' be him!

We will have to wait for Herbert's birth cert which will hopefully give Joseph's occupation to help us.

P.S. - How do you know that Herbert had the middle name of 'Walters'??

Did your Herbert have an older sister called Charlotte?

Should the Joseph N Brown that Dea found in the 1911 census prove to be your man then here he is with his family in 1891 and 1901. It is an important lesson in not taking things at face value. Note the differences in the parents birthplaces between the various census returns.
