I'd be tempted to go for Ellen's birth cert. There don't seem to be that many in Whitehaven. Probably this one:

sorry i didnt reply sooner wasnt quite sure how to go on
this is all new to me

i did find them on 1901 census living in sunderland, st thomas parish
but it shows ellen a few years old than on 1911 census


i know margaret was born in whitehaven cumberland and also that ellen was born there too
