Does anybody know where I can get the Essex electoral rolls for late 1950s or early 1960s or is there anyone that can do a look up for an address for me?

Most historical electoral registers from that time would be kept at the nearest reference library to the address you are looking for.

If you google for the library contact details you may find that the library staff would be willing to do a look up for you - although some may charge for this service.
