A private tree on Ancestry has this family - by cross-checking for Rose with parents George and Eliza, she does show up, along with a Maud born 1900. I can't see them on census though.

You might need birth cert for Rose - I would think it very likely she is Florence's sister though wouldn't you? It's a very unusual name so unlikely to be otherwise!
