finding ancesters of people fostered

my father in law was fostered out and we can't find out about his mother and father his father was killed

If fostered he would normally keep his birth name.
Have you got a copy of his birth certificate? Where was he born?

Is he alive?
If not, post some details so that we can search.

When was his father killed?
