James Russell born 1777 & Walter Russell born 1779

I am trying ascertain the relationship between James and Walter Russell. James was born in Sidmouth in 1777 and Walter in Bath in 1779. Both were married in St Swithins Church in Walcot Bath and James' chldren were born in Walcot. I am wondering if they were brothers. If anyone can help or point me in the right direction I would be very grateful.
