I've no idea if this is the right man, but there is a Vernon Phipps in Chorleywood (sometimes listed as Herts and sometimes as London) from 1957 to 1984 (when the records end)

In that case, I cannot see a birth for him, unless Vernon was his middle name.

It appears he died 2009. Extract from 2009 BBC newsletter on link above

"Vernon Phipps died on June 11 aged 91.
I oncetoldVernon I would write his obituary.
‘Not on your life,’ he replied. ‘I want to go quietly away with nothing said.’
This was very typical, but perhaps he would just allow me to state that his family
and his surviving friends have said farewell to a truly remarkable man – army explosives expert during the war, in the rearguard at Dunkirk, an encyclopaedic knowledge of film and all that went on at Ealing, brilliant motor-cycle mechanic, hilarious raconteur, linguist, expert on Samuel Pepys, and above all a good friend and a devoted family man.
I could say a great deal more, but he wanted to go ‘quietly away’.
Goodbye Vernon, and thank you."

Have you got an approximate year of birth for him?

When you say that he is a possible relative, do you know who his parents are, and how he is related to your friend?

It is highly unlikely that anyone on here will know him, we can just try and find information about him.

Have you looked to see if he is in anyone's tree on here?

I write on behalf of a friend who is looking for a possible relative, though there is a small chance they could still be alive. We have very little information to go on, but does anyone know or know of a Vernon Phipps who lived in England and worked at Ealing Studios at one point in the 50's and 60's?
