Licenced Victualler's records?

Can anyboby please tell me where I can find info on licences in order to be a publican? (A relative was a 'Licenced Victualler' who d1966 in Dorset).

Are these licences etc kept in local archives / Record Offices or nationally at TNA in Kew?

I don't think this site will help Marcus for 1966 but it might be useful to Jan if her people are further back??

There's a history there which doesn't apply to just London.
