In 1920 Alice Brown was returning ‘home’ to Canada. Well when did they go to Canada in the first place and where were they in 1939?
Alice was born Alice Ball in 1877 in Exeter, Devon and married William Edwin in 1898 in Exeter. He was also born in Exeter and in 1911 was a Ironmongers Smith and in 1920 was a ‘fitter’

A tree on Ancestry has Alice's death abt 1960 Toronto and William's death in 1967 Toronto. I'm not sure what you mean when you asked where are they in 1939- do you think they weren't in Canada?

It wasn't at all unusual for the man (or an adult son) to go out first and get things like jobs, housing, etc, sorted, and the rest of the family to follow on later.
Anyway, it looks like Wm was in Canada on 1/6/1911 (nominal census day) and Alice was still in the UK.
However, Canada didn't do a good job of capturing people not at home, or having no home.
