Going back to the William Willis c1870 in the 1901 and 1911 censuses, mentioned earlier by Nameslessone:

Your William Willis is the only one born (registered) in Plymouth between 1866 and 1875, so that looks like good bet.

Can't see him in 1881 or 1891.

I haven't been able to get into the GRO site for several hours today either.

At first it just didn't open. Now there's only a "Service Announcement" from the Passport Office, saying they're performing scheduled maintenance - but no way to access anything else on the site.

No one is going to ‘know of this William’

What you are actually asking is for someone to look into his whereabouts.
Have you tried looking to see if someone has them on their tree via the Search/ allmembers trees button.
Living in Plymouth have you considered that he might have joined the Navy, although I,m not sure they would have taken boys quite that young.

Added: there is a William Willis born 1870 Plymouth in the 1901& 1911 census living with his wife, Mary, in Plymouth.

Second son of Elizabeth. Chaffe & James Willis.
Siblings: James 1867, Alfred 1874, Florence 1876, and John 1881.
Disappears by 1881 census with no trace of early death.
