1901 /1911 census and name change

Good Morning
I wonder if someone could look for a family on the 1901 and 1911 census.
the person I am looking for is HERBERT PHILIP JOHN WATKINS WILSON.

He was born in 1874 in Hemmel hempstead and his parents were THOMAS MAURICE WILKINS and ANN THOMAS .
His birth and baptism say his surname is Watkins .

No mention of the surname Wilson

He died in 1943 in Leigh Lancashire

If anyone can find him on the 1901 and 1911 census I would be really grateful. Also if you could help me work out where the Wilson part of the surname came from.

It seems strange that all his brothers and sisters are Watkins and thats what they are known as,
Herbert was registered as a Watkins but changed it somewhere along the line to Watkins-Wilson ???

yes I did and when i looked at the marriage between him and Sarah Cossett his surname is WILSON. I wonder if he changed it when he came out of jail and moved away

LIVING AS A PRACTISED SWINDLER. Herbert Philip Watkins. 25. gardener, pleaded guilty to obtaining a quantity of food by fake pretences of Thomas George Clements at Chelmsford—Mr. Warburton, who was for the prosecution, explained that the prisoner went to lodge at the Royal Oak lnn. Chelmsford, obtained several meals for which he paid nothing. Be represented to Mr. Clements that he was a member of the firm of Watkins and Co., nurserymen, Southend, that he had bought some land at Springfield, and that his father had money. It was ascertained that the prisoner was not a member of the firm named, that his father was dead, and that he had not bought land at Springfield. Learned council also stated that prisoner had also committed several other paltry frauds— Serg. Marden deposed that the prisoner was at Southend for about a month, and during that period he obtained small sums of money from about a dozen persons by various representations, and also failed to pay the woman with whom he lodging.—Another police officer stated that the prisoner’s father kept a commercial hotel at Hemel Hempstead for 30 years but died in 1893. Since then the prisoner had no fixed abode, and no employment.—The Chairman, in sentencing the prisoner to six months' hard labour, said it was evident he had lately been living the life of a practiced swindler.
