hello does anyone know how to search the Birmingham Electoral Rolls for 2016

If you know a name or address you could try 192.com. For name only, specify Birmingham. You'll need to purchase credits to view the results.
There's always the possibility that they've opted out of the commercial ER which everyone has been entitled to since 2003.

FMP & GR have ER 2002-2014 as part of their UK or Platinum subs.

Then go to 192.com. Put in the name & Birmingham as the place. If there's a result which is potentially the person you're looking for, then you'd need to purchase credits to view the entry.

You could also try the online BT phonebook. Not everyone has one, or has BT as their landline provider.
