If this is the correct family from 1901 census then, yes they moved to Durham. Irene's birth cert will confirm parents.
They would have moved between the births of Irene and Charles

Born 1891 maybe in Sparkbrook, in the midlands. I think the family or part of it may have moved to County Durham at some stage.
