Welcome to genesreunited, Ann

Have you considered adding his name to your family tree, so that if he comes looking to this site he can contact you?

Suggest to your friend that, if they are related, they add his name to the adoption contact register.

They could also contact the Social Service who arranged the adoption, and ask for a letter to be left on his file. If he asks to access it, he'll be able to read the letter and possibly find them in the future.

Although its not there yet, FreeBMD aim to transcribe the GRO register until 1973. Keep an eye on it and when Steven's index record appears, add a Post'em. Say something like "Birth family would welcome contact". Create a generic email address in case he or a current relative decides to make contact.
