Hi Kay, not quite.
One of HJB (Senior)'s children was Herbert John Jr.
HJB Senior's second wife was the 1930 wedding to Ellen Mary. There was a 27 year age gap between HJB and Ellen.

HJB Jr - known as 'Jack' and a bus driver, though my family notes say he was 'extremely clever' - then married Ellen's sister Masie in 1939, as you identify.

OK, just to try to bring this thread to some conclusion in case somebody else comes back to this; I requested the adoption certificate through GRO.
GRO called me today to say that they have no trace of an adoption certificate.
There would be no adoption certificate if she was adopted prior to 1927.
They apparently ordinarily check for adoption certificates for 21 years after birth, so sounds like they did a thorough search.
So, either Mildred was adopted prior to 1927; in which case she was adopted when Ada Beazley (HJB's wife) was still alive (she died in 1929); or she was not properly adopted after Ada's death.
