Try using the free site yourself - https://www.freereg.org.uk - as previously advised I'm sure

Charles and Elsie's marriage is on there with further details - place/Church/dates/occupation/Her Father and occupation etc

Sidami there is no parish record for the marriage ( which is where father's name might be found) on Findmypast, so unless it is on Ancestry you will probably have to buy the marriage cert.

Look like he was born illegitimate, and acquired the surname Hubbard at a later date

His given names are CHARLES HENRY on the marriage record

Frederick and Charlotte had three daughters, any of whom could have been the mother.

Going by the dates, it looks as if Betsy and Charles "had to" get married.

I would guess she is young Charles Henry's mother, too - particularly with his first names being the same as Charles Henry Bourne's.

And would guess that Charles Henry senior is Charles Henry junior's father.

Charles Henry Bourne would have been barely 16 in 1909. A bit young to be fathering an illegitimate child at that time, don’t you think?

Also, if they were his parents, why wasn’t the boy with them in 1911, and why didn’t Charles HUBBARD take the father’s surname, and name him when he married?

Finding accurate information about the mother should be a priority

16 is certainly young to father a child, but not impossible. Betsy herself would only have been 17 at the time.

Perhaps Charles senior wasn't willing to accept that young Charles was his son. That could account for the registration of an illegitimate birth, the fact that the child was with his grandparents, and the fact that he kept the name Hubbard and didn't name a father when he married.

Charles Bourne may have been an unwilling husband as well as an unwilling father.

Perhaps, perhaps - it's all speculation.
I agree the birth cert is essential. At least then we would know who his mother was, even if we can never know if my guess re Charles Bourne is correct or not.
