Births were supposed to be registered from 1st July 1837, but, until 1875, no penalties were imposed for not doing so.

Illegitimate births were the most likely to go unrecorded, for obvious reasons

Although civil registration started in 1837, birth registration wasn't compulsory in England until 1874.

Yesterday (Thursday) married woman named Mary Hare, wife of Reuben Hare, a labourer residing near Sparrow-lane, and man (a cripple) named Wm. Bell, also residing in the abovenamed locality, were charged with using abusive language on Friday night to police-constable KempshalL The charges were proved, and .defendants were each fined..(?) with 14s costs. Mrs. Hare was allowed three weeks for payment, , but Bell, who said he would rather to prison than pay, was sent below for 14 days.

On Saturday last, before Wm. Elmhirst, Esq. and the Rev. J. Dymoke, Charles Hare, a sweep, was convicted of stealing 9 lbs. weight of lead, the property of James Banks Stanhope, Esq., and committed to prison for 14 days hard labour, and to be once whipped.

The 1851 census posted above says both boys were born in Bridgestock, Lancs (on Ancestry's transcription.

Variously spelled in later censuses:
1861 says Reuben was born in Brigstock, Northants.
1871: Bridgestock, Northants.
1881: Braystock, Northants.
1891: Southampton (!)
1901: Northants, Brigstock


1861 and 1871 give his YOB as c1837.
Later censuses say c1840


I know ErikaH has posted the baptism of Charles in 1939 in Thrapston.

In view of Reuben's POB Brigstock, I wonder if this baptism is relevant:

When Reuben married, on 25/12/1873, he also said his father's name was TITUS, although the occupation had changed to Cordwainer, which is unlikely, to say the least!
Reuben also lied about his age, as he was MUCH older than his bride
