So there doesn't seem to be any obvious reason why Herbert & Henry's baptism was delayed.

Maybe Rachel wasn't well when expecting William -
or any of the reasons suggested by Greyghost.

Have you found a marriage for John and Rachel - although the children are all registered with mmn as Hill, perhaps if they didn't marry they were initially reluctant to baptise the children - Not found Thomas and John's baptisms - the first born.

Outside chance that Rachel had been previously married and so marriage name not Hill, or that Rachel was a preferred name.

A tree on Ancestry has a document certifying that John son of Thomas and Dinah was born in Hanley in the parish of Stoke on Trent, 28 august 1818. It's signed by William ____? the Protestant Dissenting Minister at the Wesleyan Chapel in Hanley. Perhaps the older children were also baptised non conformist?

that tree and others say John and Rachel were married 1843 Leek RD

I have one of mine - the only sibling of 10 that was baptised twice (that I've found). He was done in the Wesleyan Chapel a couple of months after his birth but then CofE 4 years later. Rest all CofE near to births
