Looking back over the census records it seems that Fanny Leeming's father is Leonard Leeming born Thorpe Green, Yorkshire c.1843
Albert Leeming's father is Henry Leeming born Thorpe Green, Yorkshire c.1840.
They are brothers who can be seen here in the 1851 census together with their parents:-
1851 census transcription details for: Stripe Houses
National Archive Reference: RG number: HO107 Piece: 2283 Folio: 322 Page: 5 Reg. District: Knaresborough Sub District: Whixley Parish: Enum. District: 2 Ecclesiastical District: City/Municipal Borough:
Address: Stripe Houses County: Yorkshire (West riding)
Name Relation Condition Sex Age Birth Year Occupation , Disability Where Born
LEEMING, William Head Married M 63 1788 Agricultural Labourer Kirby Hill, Yorkshire LEEMING, Elizabeth Wife Married F 42 1809 Spofforth, Yorkshire LEEMING, William Son Unmarried M 18 1833 Farmers Serv Thorpe Green, Yorkshire LEEMING, Henry Son M 11 1840 Scholar Thorpe Green, Yorkshire<<<<<<<<<<<<<< LEEMING, Leonard Son M 8 1843 Scholar Thorpe Green, Yorkshire<<<<<<<<<<<< LEEMING, Sarah Daughter F 5 1846 Scholar Thorpe Green, Yorkshire LEEMING, Ann Daughter F 2 1849 Thorpe Green, Yorkshire
So it looks like Fanny and Albert were cousins. This would not stop them marrying.
If I were you I would definitely get the marriage certificate for Fanny and Albert.

If the marriage of Rose to George Broadbent is definitely the right one then I would be inclined to buy the marriage certificate for Albert Leeming to Fanny Leeming just to see what it says. If Fanny names her father as Leonard then you can be pretty sure it is the right one.

If you look at the marriage for Albert that I posted earlier his surname is Leeming and Fanny's maiden name is also Leeming (perhaps they were relatives of some kind).
Although Albert had died by the time Rose was born Fanny's name was still Leeming and so Rose would be named Leeming anyway even if Albert was not her father.

Rose's mum was definatley Fanny, and she had her out of wedlock, the family never knew who Rose's father was. Rose's ashes are in undercliffe cemetery, Bradford as she is with George Broadbent in a war grave.
I know the Broadbents did live down Dallam St years ago

You can rule out the 1915 marriage for Fanny, she is 26, and father wrong in the parish record.
EDIT - no ignor this remark, was an earlier marriage I looked at sorry!
But the marriage to Albert is a possibility, as is the death and census.

The 1911 census has been mis-transcribed, on the image it could be taken as Leeming or Luming because of the writing.
No sign of German ancestry on the earlier census Kath has posted.

Looking at the image I think the name has just been mistranscribed. The image definitely says Leeming and on Findmypast it is transcribed as Leeming. The name is Leeming on all census records back to 1841.
