Sadly, I have to agree that you will never know his birth name nor who his parents were.

As far as we can tell, he was not a blood relative of either Elizabeth or Arthur Dodd, but only adopted by them

His passport should say where he was born.

Assuming his place and date of birth are correct, and assuming his birth mother was unmarried, there are eight possible births, which you can look up on FreeBMD:

Ball, Bartlett, Cox, Cutforth, Hall, Miles, Overy, and Tuson.

But there's no way of finding out which one (if any) might be your father.

I've been hunting for this information, as I thought I remembered that there had been changes in legislation............

You can apply for his Adoption Certificate as described below:

". . you can request a copy of an adoption record via the GRO’s website. To do so, you must register for a free account on the website, select 'Place an Order' from the options given, and fill in the form. You will need to know the adopted child’s current age or their age at death if they are deceased; the year in which the adoption was registered; their adoptive surname and forename; and their date of birth."
https://www.whodoyouthinkyouaremagazine.com/tutorials/adoption/

But note -

"An adoption certificate will show only the adoptive details of a person and has no information that relates back to the corresponding birth entry"
https://deedpolloffice.com/change-name/law/birth-certificates

Also -
an Adoption Certificate is not the adoption record.
The adoption record (if it still exists) has all sorts of other info.

Re-reading the info on the link posted by Kay????, it seems that you'll have to use an adoptions agency. There's no way to find your father's unknown birth details by yourself online:

"Previously, only the person adopted and their birth relatives were able to use specialised adoption agencies to help shed light on their family history and make contact with their biological family members.

The new rules will extend this right to all relatives of adopted adults, . . ."

Probably best to ask an agency in the Grimsby area - though the one used by Arthur and Elizabeth (if they did use an agency) may no longer exist.

There is no birth of a Peter Webb or West in Lincoln in 1957.

There are some of each in other places in Lincolnshire, in other years - but none which would fit with a DOB 12/1/57.

If that DOB is correct, in Lincoln, in first quarter 1957, there are birth registrations for boys named Peter, with these surnames -

Adlard, Barron, Farnsworth, Kay, Shaw, and White.

There are two possibly illegitimate births with surname West - but not named Peter:
But - there was a West/West marriage in another part of Lincolnshire in 1950, so they may be children of that couple.
There are also other West/West births in Lincolnshire from1950 onwards.

There are none with surname Webb.

Look for yourself, on https://www.freebmd.org.uk/cgi/search.pl

You would be wise to obtain the adoption certificate.
