	Not only are they referred by as has been said here by an offical they are also restrictied to 3-5 visits per year. Apparently most visits are because of a gap in receiving benefits. USA has in years gone by portrayed as the 'golden land, everyone is equal etc.' well I know definitely they had food banks some 12 years ago at least.
