I don't have access to see the address without paying, but this is presumably Harold in 1921:

Herbert Harold
Taylor
1899
[Place of birth] Nottingham, Nottinghamshire, England
[Residence ] St Margaret Intra
Medway
Kent

Eliza doesn't seem to be with him, unless the transcription is wrong.

Did they have children before 1921, whom we could look for, which might help find Eliza?

Hi agian
Back along the information you have all kindly given me , it states that he has done Robberies so maybe that’s why Herbert H Taylor is in Borstal

The trouble is the information is very vague which my friend has given me
The 1939: Regiister address is right and the children ie Frances Taylor ( married name
Savage ) So I think she needs to send for the 1917 Marriage Nottingham) !!

Just to say re that if that is Herbert H Taylor re 1921 census , I wouldn’t have thought
His wife would have been with him , in a Borstal
H M Borstal instn Borstal Rochester
Surely Eliza Taylor nee Wilson would be living else where
Maybe his wife would be entered on Census of that time
??
Hope you don’t mind me replying to you all again

Very few Electoral Rolls are online

You will probably need the local library for those- BUT, they are searchable by ADDRESS, which obviously you have been given for 1939

Get a copy of his death cert for last address
